MINUTES
CITY COUNCIL
JANUARY 28, 2004
Fallon pointed out that the financial impact of moving this storage 10
minutes away would be an increase in costs of $68,000 per year. Fahey
Felt that the cost was not the City's concern. The issue for the Council is
that outdoor storage is not allowed in a B-3 District.
Chris Simonson, property owner across from the substation, indicated that
they purchased this home in 1997, and at the time there was no outdoor
storage at the substation. Simonson indicated that the outdoor storage did
not appear wail about a year after they purchased their home. Simonson
reported that she opposed the outdoor storage use for a number of reasons.
These include the unsightliness of the trucks and equipment, the amount of
parking for the tree trimming crews, the noise, increased traffic levels on
Rice Street, and air quality concerns given the diesel equipment.
There was no one else from the general public present wishing to
comment on this matter.
Upon motion by Blesener, seconded by Montour, the public hearing was
closed.
The City Planner noted that the B-3 District does not currently allow for
outdoor storage. Should the Council wish to grant a CUP for Xcel's
outdoor storage use, the B-3 District would have to be amended to provide
for a CUP for this storage.
Mr. Blesener introduced the following resolution and moved its adoption:
RESOLUTION NO. 2004-1-I8 -DENYING XCEL ENERGY'S
REQUEST FOR A CONDITIONAL U.SE PERMIT TO ALLOW
OUTDOOR STORAGE ON THEIR SITE AT 3064 RICE STREET
GIVEN THAT THLS PROPERTY IS7.ONED GENERAL BUSINESS
(B-3) AND THE B-3 ZONING CODE DOES NOT ALL OW FOR
OUTDOOR .S`TORAGE IN THAT DLSTRICT, AND THE COUNCIL.
DOES NOT FAVOR AN AMENDMENT TO THE B-3 DISTRICT TO
PROVIDE FOR OUTDOOR STORAGE BY CUP
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Blesener, LaValle, Montour, Anderson, Fahey.
Nays (0). Resolution declared adopted.
PRELIMINARY Fahey noted that the Planning Co~mnission has tabled action on the
& FINAL PLAT, application for Preliminary & Final Plat, Development & Final Stage
PUD, & PUD, and Architectural Review for the Mendota Homes' Little Canada
ARCHITECTURAL Office Condominiums. Fahey indicated that he applauds the Planning
