MINUTES <br />CITY COUNCIL <br />TEBRUARY 25, 2004 <br />REVISED Mayor Fahey opened the I?ublic .Hearing to consider Che revised NPDES <br />NPDES Phase II MS4 Permit and Annual Report as prepared by the Public Works <br />PHASE II Director. <br />MS4 <br />PERMIT The Public Wa']cs Director reviewed in detail the City's revised permit <br /> application required as parC of the General Storm Water Permit under the <br /> National Pollution Discharge Elimination System/State Disposal System <br /> Permit. The .Director reviewed the City's storm water prevention program <br /> for 2003 as well as proposed activities for 2004. <br />The Council expressed concern about unfounded ma~rdates such as this <br />and the amount of City resources that are required in meeting these <br />mandates. <br />The Counci] noted that the revised application as well as the annual report <br />has identif ed no significant issues, and consensus was for approval. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Anderson, the public hearing was <br />closed. <br />Mr. Anderso~r introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2004-2-33 -APPROVING THE REVISED NPDES <br />PMASE II M.S4 PERMIT AND ANNUM. REPORT AS SUBMITTED <br />BY THE PUBLIC WORKS DIRECTOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (3) Anderson,.LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />FRATTALONE The Council reviewed the City Administrator's report dated February <br />SITE/ 20, 2004 relative to the Frattalone property and the Public Works garage. <br />PUBLIC Fahey noted the City Administrator's recommendation that the City focus <br />WORKS on other sites as future locations for a Public Works garage and not to <br />GARAGE proceed with Family Academy's concept for the Frattalone property. <br />Fahey suggested that the issue be considered by the full Council at its <br />March 10'x' meeting. Fahey felt that staff should not do additional research <br />on the matter until the full Council can discuss it on March 10°i. <br />Anderson agreed, but reported that it was his understanding that the <br />Frattalone property is now ou the market.
