MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2004 <br />ARCHITECTURAL presented subject to compliance with the recommendations of the City <br />REVIEW - Planner and City Engineer, and subject to additional architectural <br />MENDOTA enhancements to the backs of the buildings. <br />HOMES <br />Erin Mathern, Mendota Homes, appeared before the Council and <br />described the location of the site as well as the three site plans that have <br />been presented for this property. Mathern noted that the Planning <br />Commission is in support of Revision #3 which includes one 6-unit <br />townoflice building backing up to the pond and one 8-unit building along <br />Market Place Drive. Access to the site would be via Middle Street. <br />Mathern noted that the buildings would have aprairie-style design and <br />would be constructed of rock-face block, brick, and stucco. Each <br />individual townoffice would have its own entrance with signage adjacent <br />to the entrance. There would be a main sign at the corner of Market Place <br />Drive and Middle Street. Mathern noted that the main elevation of the <br />building would front on the parking lot while the rear elevation of the <br />building would front on Market Place Drive. There will be additional <br />recesses in the rear elevation as well as additional rooflines to improve the <br />architectural appearance of that view of the building. <br />Fahey noted that the initial recommendation of the City Planner was in <br />support of Revision #2. The Planner has noted, however, that that plan <br />does not meet parking requirements. Fahey felt that Revision #2 was <br />more in ]ceeping with the redevelopment guide. <br />The City Plamier reviewed his memo dated February 25°' relative to <br />parkiug. He noted that the square footage for the City's other townoffice <br />projects were discounted based on non-productive floor space. The <br />Planner noted that the Mendota Homes project has basement space that <br />will not be available for office. The Platmer noted that his report analyzes <br />the Mendota Homes project both including and excluding the basement <br />square footage. <br />Fahey asked if a parking requirement that is applied against the basement <br />if it is used for storage and not office space. Fahey stated that he was not <br />comfortable assLUning that the basement would remain storage space, and <br />felt it would be difficult to control the use of that space. Fahey noted that <br />the design of the townoffices is similar to the Tacheny project and felt the <br />basic problem is there are too many units being proposed. Fahey also <br />stated that he was not satisfied with the offer to place restrictive covenants <br />on the units to prevent the basement area fi'om being developed as <br />additional office space. <br />The Planner indicated that whether the basement space is considered <br />office space in the calculating required parking or is considered storage <br />2 <br />
