400y atnada
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / FAX: (651) 766-4048
www.ci.little-canada.nm.us
MEMORANDUM
TO: Mayor Keis & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: November 20, 2015
RE: Houston -Galveston Area Council Buy Program (HGACBuy)
MAYOR
John Keis
COUNCIL
Rick Montour
Michael McGraw
Tom Fischer
Christian Torkelson
ADMINISTRATOR
Joel R. Hanson
Attached is a proposed interlocal contract for cooperative purchasing with HGACBuy. Staff is
recommending we enter in to this agreement given the Fire Department's request to consider the
utilization of this program to aid in the purchase of a new fire truck. The program also addresses
public works equipment so this may be of value to us as well. To aid in your review, we have
attached some program information and a listing of Minnesota users.
There is no annual cost to be a member of the program. Their costs are reimbursed when a
purchase is made for an eligible contractor. By joining the program, we will be able to evaluate
the specific contracts in greater detail to make sure they make sense for us. In the case of Public
Works' items, we can compare to the pricing available through the State of Minnesota
Cooperative Purchasing venture.
Given the possibility for savings on major purchases, staff recommends we enter in to the
Interlocal Contract for Cooperative Purchasing as presented.
