MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 2015 <br />without hurting ourselves. He wants to review the budget reduction ideas <br />that are proposed and see what makes sense. Fischer requested to see the <br />cause and effect of the changes before deciding as he doesn't want to <br />make a change and then create a bigger problem. <br />City Administrator noted that for example, if the city went to the internal <br />planner position it would create a need to hire a part-time utility billing <br />person to make up the duties. <br />Torkelson questioned what a 3.3% levy versus a 2.85% levy does for a <br />resident. What is the difference in what the average property owner would <br />pay. City Administrator stated that he could put together something that <br />would show ballpark numbers on what the median value home and <br />business property owners would pay for the different levy amounts. <br />McGraw stated he is not as concerned about the amount of money or <br />percentages, he wants to make sure that the city is spending money wisely <br />and the city should run as efficiently as possible. He feels the city needs <br />keep their taxes low and be able to show residents that they can give them <br />good service and value for their money. <br />City Administrator stated that if the Council was ready to take some <br />action, a motion could be made, otherwise just continue to review the <br />budget. He noted that if there are other questions it can be added to the <br />next meeting agenda, but by that meeting he needs to start to get some <br />closure on what changes should be made since the budget needs to be <br />adopted at the meeting in December. City Administrator stated that <br />special meetings are a possibility if needed before the 3rd Wednesday in <br />December Council meeting. <br />2708 McGraw asked the City Attorney if it would be a good idea to have a <br />EDGERTON closed session after the meeting to discuss what is happening with the <br />STREET neighbor dispute that was talked about tonight. City Attorney replied that <br />it would be appropriate to have a discussion after December Pt <br />ADJOURN There being no further business, the meeting was adjourned at 8:55 p.m. <br />Joh .
