MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 2015 <br />they will have to look at the list of reduction options. He noted this does <br />not include a reallocation of water and sewer expenses allowable with the <br />in-house planner position affecting a current employee. This is about <br />$29,000. <br />City Administrator stated the list is essentially the same as before with one <br />addition. He reported that staff found out last week that the Lillie <br />Suburban newspaper moved up their publication deadline by one day <br />which would require modifications to the agenda preparation if the <br />Council wanted to continue publishing the agenda before meetings. He <br />feels that we could handle the agenda availability like we do with the <br />minutes by placing them on the website and mailing to whoever would <br />like a copy. He noted that if the publication of the agenda was <br />discontinued, it would save the city about $1,300 per year. <br />City Administrator stated that the options don't need to be finalized <br />tonight since there is one more meeting in November. He noted that the <br />main focus tonight was for the capital improvement budgets. He stated <br />that a salary survey was looked at and he has budgeted for a 2.5% wage <br />increase across the board which is right about average. <br />City Administrator stated that included in the Council memo was the <br />revised Capital Improvement Fund budgets. They include the General <br />Capital Improvement Fund #400, the Infrastructure Improvement Fund <br />#450, which is essentially the street improvement fiends, and the Water & <br />Sewer Capital Replacement Fund #604. <br />Keis noted that he had walked by Thunder Bay Court and questioned if the <br />planned resurfacing was really needed since he thought it looked pretty <br />good. City Administrator responded that staff had looked at it and felt it <br />needed to be done but they can look at it again. Torkelson reported that <br />there was a depression on Thunder Bay that was causing water to pool and <br />was beginning to undermine the pavement at least in this area. City <br />Administrator noted that it usually makes more sense to do several court <br />areas at the same time for better pricing and less contracting over multiple <br />years. <br />City Administrator discussed the proposed security cameras at the parks <br />due to several instances of vandalism. McGraw asked what we were <br />trying to accomplish with the cameras and would they be good enough for <br />face recognition and identification. City Administrator responded that the <br />system would be the same as what was done at the new public works <br />building and the cameras would be good quality where person <br />identification could be possible. Keis asked if the cameras would be <br />reactive versus proactive since he assumed there was not going to be <br />
