MINUTES <br />CITY COUNCIL <br />APRIL 28, 2004 <br />Industrial Park that was required as a second access point primarily for <br />emergency vehicle access. The City Administrator pointed out that the <br />City did not require that access point to be paved to prevent industrial <br />traffic from going through the neighborhood. <br />Nancy Walstead, Yorkton Ridge, presented pictures showing that Yorkton <br />Ridge is not a straight road. Walstead indicated that the fact that the road <br />is hilly and curved presents visibility problems. Walstead felt that for this <br />reason the amount of traffic on the street should be limited. <br />Blesener pointed out that if the connection to Condit Street is made, it is <br />unlikely there would be increased traffic on Yorkton Ridge from the <br />Hidden Acres development. <br />Linda Lucas, Yorkton Ridge, reported that the neighborhood needs a <br />playground. She indicated that there are 28 children living on Yorkton <br />Ridge and the only place they have to play is in the street. Lucas indicated <br />that the extra traffic from the Hidden Acres development would be a <br />safety hazard. <br />Fahey pointed out that there would be uo additional traffic on the Yorkton <br />Ridge cul-de-sac, as the connection to Hidden Acres would be made <br />before coming to the cul-de-sac. Fahey also noted that drivers must use <br />due care in driving on streets where children are playing, and noted that <br />there are other areas of the City where this occurs. <br />Lucas indicated that there are playgrounds, walking paths, and parks in <br />other areas of the City. There is no playground in the Yorkton Ridge and <br />Burke Lane neighborhood, and there is not access to the trails on the <br />Water Works property. Lucas noted that all the driveways along Yorkton <br />Ridge slope toward the street. Therefore, children playing basketball in <br />their driveways end up chasing balls into the street. Lucas indicated that <br />while she has no problem with the development being proposed, she was <br />concerned with the additional traffic that this development will put on <br />Yorkton Ridge. Lucas felt that the pond in the Hidden Acres development <br />should be eliminated and a playground area put in instead. <br />Fahey reported that there are ponding requirements that must be met by <br />law. It maybe possible that the pond can be eliminated and storm water <br />run-off directed to nearby ponding areas Fahey also noted that there are <br />many other neighborhoods in the City without a direct access to a park. <br />Fahey suggested that one solution may be to install a bridge over the ditch <br />area that will give the neighborhood access to the trails on the Water <br />Works property. <br />
