MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 2004 <br />• Mayor & Council - 3.14% increase; <br />• Elections - 92.68% decrease; <br />• Administration - 1.66% increase; <br />• Attorney - 4.79% increase; <br />• Engineer - 0% change; <br />• Planning - 8.61% increase; <br />• Lasurance - 3.38% increase; <br />• City Center - 5.76% decrease; <br />• The Old Fire Hall - 12.98% increase; <br />• Police - .37% increase; <br />With regard to the low increase proposed by the Ramsey County Sheriff's <br />Department, the Accounting Supervisor noted that the City was the <br />benefactor of some price competition. The City Administrator noted that <br />the Sheriff's budget includes an additional pa~~t-time traffic to provide <br />assistance during the Unweave the Weave Project. The City's share of <br />that cost will be 40%. The City Administrator noted that while increase <br />traffic levels as a result of the Unweave the Weave Project will worsen <br />during 2005, they will be significant dw~ing 2006 and 2007. The <br />Administrator indicated that the City will be pursuing special legislation <br />during the 2005 Session for funding to help offset the cost of this <br />additional enforcement. The Administrator also anticipated that there will <br />be discussion among the contracting cities for putting on a second full- <br />time traffic car in the future. <br />The Accounting Supervisor continued a departmental review of General <br />Fwid expenses: <br />• Fire Department - 5.12% decrease; <br />• Fire Marshal - 54.27% increase due to additional Fire Marshal <br />services provided to Falcon Heights; <br />• Protective Inspections - 7.17% increase; <br />• Emergency Services/Civil Defense -- 18.57% decrease; <br />• Animal Control - 24.32% increase (addition of goose control <br />costs); <br />• Streets - 6.64% increase (addition to two temporary positions); <br />• Stonn Sewer - 25% increase; <br />• Street Lighting - 7. ] 2% decrease; <br />• Recycling/Sanitation - 4.77% increase; <br />• City Garage - 7.40% decrease; <br />• Parks & Recreation - 4.69% increase; <br />• Community Pride - 1.47% increase; <br />• Shade'1"ree - 34.31 % increase; <br />
