MINUTES OI TIfE WORKSHOP MG~17NC <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 13, 2004 <br />Pursuant to due call and notice thereof a workshop meetinti of the City <br />Council of Little Canada, Minnesota was convened on the 73'x' day of <br />October, 2004 in the Council Chambers of the City Center located at 5 ] 5 <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael L Fahey <br />Council Member Mr. Bill Blesener <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Ricl< Montour <br />Council Member Ms. Barbara Al1au <br />I'1RE DEPT: Fire Chief Mr. Jiro Morelan <br />Fire Relief Assoc. Mr. Joe Vitale <br />ALSO PRI3SEN"L City Administrator Mr. Joel R. i-Ianson <br />Deputy Clerl< Ms. Kathy Glanzer <br />LITTLE The purpose of this joint wa'I<shop with the ,Little Canada City Council and <br />CANADA the Little Canada Fire Relief Association is to review a f re relief analysis <br />FIRE prepared by the City Administrator. Mayor Fahey noted that the analysis was <br />RELIEF done to assist the City in determining the amount of City contribution toward <br />ASSOC. the Little Canada Fire Department Pension Fund. That decision as to the level of <br />The City's contribution to the fund does not need to be made until December as <br />part of the finalization of the City's 2005 Budget. <br />Fahey noted that it is clear from reviewing the Relief Association By-Laws as <br />well as State Statutes that the Fire :Relief Association Board is accountable for <br />funding decisions including chanties in investments and iuvesdnent managers. <br />Therefore, investment decisions must be made by the full Board. <br />The City Administrator began a review of his report noting that it is in everyone's <br />best interests to have the Pension Fund fiscally stable and tieneratinti benefit <br />increases. The City and the Relief Association has a plan in place that governs <br />how benefit increases are granted. He noted that benefits have increased from <br />X2,050 per year of service in ] 994 to X2,800 per year of service in 2004. The City <br />
