MINUTES OF TIIE WORKSHOP MEETING <br />CITY COUNCIL <br />LI'CTLE CANADA, MINNESOTA <br />MARCH 2G, 2003 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 26th day of <br />March, 2003 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCII,: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Bill Blesener <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Public Works Dir. Mr. Greg Schroeder <br />Public Works Lead Mr. Joe Steele <br />Parks & Rec. Dir. Mr. Jim Morelan <br />Parkkeeper Mr. Greg Hoag <br />Acctg. Supvr. Ms. Shelly Rueckert <br />Deputy Cler]< Ms. Kathy Glanzer <br />BUDGET Mayor Fahey reported that he will be undertaking lobbying efforts with <br />ISSUES the City's legislators relative to the Governor's proposed budget that <br />includes the elimination of Local Government Aid for Little Canada as <br />well as a reduction in Market Value Homestead Credit. Fahey noted the <br />potential for levy limits that would prohibit the City's ability to increase <br />the levy to make up for aid reductions. Fahey indicated that these <br />measures particularly affect Little Canada given the City's efforts to <br />manage its expenses and keep tax levies at a minimum. There is no room <br />to cut the budget without impacting the level of service the City provides <br />and reducing staff. Fahey encouraged other Council Members to join him <br />in this lobbying effort. <br />Anderson pointed out that Local Govermnent Aid and the Homestead <br />Credit are programs created by the State. In eliminating these programs <br />and restricting the ability of cities to increase taxes, the State is forcing <br />cities to cut their budgets. Fahey felt that Little Canada is being penalized <br />for the good job it has done in ]ceeping property taxes at a minimum. He <br />
