MINUT)/S <br />CITY COUNCIL <br />MARCH 2G, 2003 <br />planning to make to Gervais Beach. These improvements include a new <br />entrance road, parking lot, and new beach buildings. I-Iolmberg pointed <br />out that currently the parking lot drains into the lake. The new pavement <br />areas will drain into a storm water pond that will be constructed at the <br />south end of the beach property. Holmberg described the new pathway <br />system that is planned at the beach, and noted that a portion of the path <br />lies within the 25-foot shoreline setback area. This path is proposed to <br />encroach into the setback given the topography of the steep hill slope that <br />the area abuts. <br />Holmberg pointed out the Planner's recommendation that the shoreline be <br />planted in natural vegetation. I-Iolmberg reported that approximately 800 <br />feet of the 1,200-foot shoreline will be natw-al vegetation. The 200 feet of <br />beach area wilt be sand, and another 200 feet is proposed as turf given this <br />area will be where boats can pull up to the shore. It was noted that <br />Gervais Beach will not include a public boat launch, which will continue <br />to exist on Spoon Lake. However, winter access will be allowed from <br />Gervais Beach. <br />Bleseuer asked about the level of boat traffic to the beach, and suggested <br />that expansion of picnicking facilities may increase that traffic. Holmberg <br />pointed out that the picnic shelter at the top of the hill will be removed <br />given the topography of the hill does not make this a good location. <br />Rather than replacing the picnic shelter, some additional single picnic <br />tables will be added. I-Iolmberg pointed out that this will discourage the <br />use of Gervais Beach for large family or group picnics. <br />Fahey asked about the ability of boats to pull up to the fishing pier. <br />Holmberg pointed out that the fishing pier will have side railings, <br />therefore, could not be used as a docking area for boats. <br />LaValle suggested that the parking lot be posted to prohibit boat trailer <br />parking. Holmberg agreed, and pointed out that the new parking lot will <br />be smaller than the existing one. He further noted that Gervais Beach will <br />be closed during the 2003 season. The renovation of this park should <br />begin by the end of May and be completed by the end of September. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Fahey, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Bleseuer introduced the following resolution and moved its adoption: <br />
