MINUTES <br />CITY COUNCIL <br />APRIL 9, 2003 <br />further noted that due to width constraints, Little Canada was limited to <br />the five-foot shoulders on each side of the traffic lanes. <br />Next reviewed was priority #5, Centerville Road trail. It was noted that <br />this trail improvement is contingent upon the timing of Ramsey County's <br />improvement of Centerville Road. <br />Priority #6 was reviewed, the Waterworks Trail. It was noted that this <br />trail segment has regional significance in that it ties to Shoreview and <br />Snail Lake Regional Park. A portion of the trail will cross the railroad <br />tracks, and this will be an expensive crossing. <br />Blesener suggested that the focus of the discussion be on what the City <br />can accomplish during 2003. Fahey felt that the City should move <br />forward with obtaining pricing for the Jackson Street trail as well as the <br />Cowitry Drive U ail. <br />Anderson pointed out that the City needs to set a direction for trail <br />improvements for 2004 acrd 2005. Blesener pointed out that much of that <br />direction is dependent on whether or not the City gets grant approval. <br />Blesener felt that the City needed to decide how much it could afford to do <br />this year. <br />Fahey felt that perhaps the City could proceed with Priority #3 as well, <br />specifically Phase I, Desoto Street Trail from LaBore to Allan Avenue. <br />Blesener agreed that this was an important trail segment as it connects <br />Pioneer and Spooner Parks. <br />The consensus was to obtain pricing for Priorities #1, #2, and #3 Phase 1. <br />Further consensus was that the Parks & Recreation Commission should <br />revisit Priority #4, Power Line trail, based on the discussion this evening <br />relative to the Heinel property. <br />The discussion shified to funding, and the Administrator pointed out <br />additional options for consideration included donations, a referendum, and <br />financing a portion of trail improvements from the gas and electric <br />franchise fee that the City is considering. Fahey felt that the City needed <br />to be more aggressive in approaching charities within the City for funding <br />of these types of items. Fahey felt that identification of long-term funding <br />sources will be a goal he promotes for 2004. <br />At this point, 7:25 p.m., the workshop was temporarily adjourned until the <br />conclusion of the regular Council Meeting. The workshop meeting was <br />reconvened at 7:50 p.m. <br />4 <br />
