MINUTES <br />CITY COUNCIL <br />APRIL 9, 2003 <br />Blesener felt the matter should be approached cautiously and noted that in <br />addition to investigating the option of the turn over of the water system, <br />the City should pursue a rate reduction with St. Paul. The City <br />Administrator indicated that he is pursuing the issue of rates with St. Paul <br />in addition to investigating the option of purchasing water through the <br />City of Roseville at a reduced rate. <br />The City Administrator agreed that there were several issues that needed <br />scrutiny and clarification relative to the turn over of the City's water <br />system. Staff will present the Council with specifics on the issue of the <br />turnover, with the goal that a decision will be made before the end of the <br />year. <br />The next action plan reviewed related to the goal to "Maintain Current <br />Service Levels for Fire Inspections, Police, and Code Enforcement". <br />Council reviewed the action plan and found it acceptable. <br />Council reviewed the action plan for "Complete Redevelopment Along <br />Rice Street". The Administrator pointed out that he hopes to have the <br />draft development agreement with George Sherman ready for Council <br />review at its next meeting. He also noted that Mr. Sherman will be at the <br />Town Meeting on Saturday to provide an update on the redevelopment <br />eft'ort at Rice Street and Little Canada Road. <br />The action plan for "Negotiate Lower Water Rates with St- Paul" was <br />reviewed and found to be acceptable. <br />Council reviewed the action plan for the goat "Conduct a Survey of City <br />Residents on Services/Priorities". Council discussed the estimated cost of <br />the survey and felt that given the current budget uncertainty, action on this <br />goal should be tabled until later in the year once the impact on the City's <br />budget is Known. Fahey reported that he and Council Member Blesener <br />and the City Administrator met with State Representative Jacobsen to <br />discuss the State budget crisis and its impact on Little Canada, and asked <br />for his effort in minimizing this impact. <br />There being no further business, the workshop meeting was adjourned at <br />35 p.m. <br />~~~ ~ • <br />Michasl I.
