MINUTES
CITY COUNCIL
APRIL 9, 2003
Blesener felt the matter should be approached cautiously and noted that in
addition to investigating the option of the turn over of the water system,
the City should pursue a rate reduction with St. Paul. The City
Administrator indicated that he is pursuing the issue of rates with St. Paul
in addition to investigating the option of purchasing water through the
City of Roseville at a reduced rate.
The City Administrator agreed that there were several issues that needed
scrutiny and clarification relative to the turn over of the City's water
system. Staff will present the Council with specifics on the issue of the
turnover, with the goal that a decision will be made before the end of the
year.
The next action plan reviewed related to the goal to "Maintain Current
Service Levels for Fire Inspections, Police, and Code Enforcement".
Council reviewed the action plan and found it acceptable.
Council reviewed the action plan for "Complete Redevelopment Along
Rice Street". The Administrator pointed out that he hopes to have the
draft development agreement with George Sherman ready for Council
review at its next meeting. He also noted that Mr. Sherman will be at the
Town Meeting on Saturday to provide an update on the redevelopment
eft'ort at Rice Street and Little Canada Road.
The action plan for "Negotiate Lower Water Rates with St- Paul" was
reviewed and found to be acceptable.
Council reviewed the action plan for the goat "Conduct a Survey of City
Residents on Services/Priorities". Council discussed the estimated cost of
the survey and felt that given the current budget uncertainty, action on this
goal should be tabled until later in the year once the impact on the City's
budget is Known. Fahey reported that he and Council Member Blesener
and the City Administrator met with State Representative Jacobsen to
discuss the State budget crisis and its impact on Little Canada, and asked
for his effort in minimizing this impact.
There being no further business, the workshop meeting was adjourned at
35 p.m.
~~~ ~ •
Michasl I. Fahey, Mayor
Joel R. j~Ianson, City Administrator
6
