MINUTES <br />CITY COUNCIL <br />JULY 23, 2003 <br />The City Administrator suggested that at least the questions be asked of <br />the Heinel's. <br />Blesener suggested that if a trail was put through this property now, it <br />might not be in the right location. <br />Fahey felt that utilizing the Edgerton Street shoulders and then Allen <br />Avenue was the best short-term solution. Blesener agreed. <br />The Park & Rec Director indicated that his concern with that solution was <br />one of safety. He also pointed out that as an interim solution, the length of <br />time that solution would be needed is unknown. It could be a 10 to 15 <br />year solution. The Director felt that once the trail is brought from Payne <br />Avenue to Edgerton, there will be a large influx of children coming out <br />onto Edgerton Street, and he did not feel this was a safe situation. The <br />Direction indicated that he favored an off-street trail. <br />Fahey stated that he understood the position of the Parks & Recreation <br />Director, but felt that the costs associated with an off-street trail on <br />Edgerton or with acquisition of a trail through the Heinel property were <br />not wise expenditures. Fahey pointed out that the Edgerton shoulders are <br />being utilized now as a trail, and he felt this was the wisest short-term <br />solution. Fahey again noted that the on-street trail around Gervais Lake is <br />working. <br />The Director pointed out that the City has not talked to the Heinel's about <br />running a fenced trail through their property. <br />Anderson pointed out that when Edgerton is reconsriucted, it maybe <br />possible to construct an off-street trail at that time. The City <br />Administrator indicated that it could be several years before Edgerton is <br />reconstructed. The Administrator indicated that perhaps bringing the trail <br />through the Heinel property up to Vanderbie would be acceptable. <br />Fahey stated that he was not excited about putting the trail through the <br />Heinel property at all given the impact such a trail could have on the <br />development of this site. Fahey indicated that there is plenty of room on <br />the paved shoulders of Edgerton Street and along Allen Avenue for a trail <br />within the public right-of--way. <br />The Director pointed out that the trail is proposed under the power lines, <br />therefore, would not impact developable property. <br />19 <br />
