MINUTES 01+ THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 28, 2003 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 28th day of <br />July, 2003 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 5:35 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael L Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Bill Blesener <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mr. Tom Sweeney <br />City Engineer Mr. Lee Elfering <br />Watershed Mr. CliffAichinger <br />SCULLEY Mayor Fahey noted that the purpose of this evening's workshop meeting <br />AND is to review the City Engineer's findings relative review of the drainage of <br />POGREBA the Sculley property. Fahey summarized the City Engineer's June 17, <br />PROPERTIES 2003 report noting that based on his findings, City involvement in the <br />property owners' drainage concerns was not warranted. It would be up to <br />the Sculley's to pursue any remedies. Future efforts are better directed at <br />working with the Watershed to maximize non-wetland property. <br />CliffAichinger, Ramsey/Washington Watershed District, reported that the <br />State's Wetland Conservation Act establishes the process that must be <br />followed to impact any wetland. State rules don't distinguish between <br />"old" and "new" wetland. These rules also establish the need to avoid, <br />minimize, or mitigate any wetland impact. Mitigation must occur on a <br />two to one ratio. The Watershed is the local governing unit for Little <br />Canada on wetland management. In reviewing development proposals, <br />Aichinger stated the first task for the Sculley's is to determine what they <br />want to do so impacts can be evaluated. 'Building lots can contain <br />wetlands, but structures or disturbance cannot be in the wetland. <br />
