MINUTES CITY COUNCIL AUGUST 27, 2003 • 1006.050 (c) No plan has been provided to demonstrate that the land shall be developed in increments of workable size such that adequate erosion and siltation controls can be provided as construction progresses. • 1006.050 (f) Natural vegetation is not being protected by this development with the exception of the "no disturb zone" required for wetland protection. ^ 1007.010 Developer has not dedicated access to wetland area on what was labeled as Outlots A and B in an earlier submittal and now would be in vicinity of Lots ] and 14. This was a condition of approval by the Park & Recreation Commission and approved by the City Council. • 1008.010 (c) There is no report from City Engineer verifying that the proposed improvements meet the requirements of the City due to deficiencies in the Developers submittals as indicated in staff reports. • 1008.010 (fj City Engineer has not approved all required improvements to be installed under the provisions of this Ordinance due to deficiencies in the Developer's submittals as indicated in staff reports. • 1008.030 (c) The grading and drainage plan has not been approved by the City Engineer due to deficiencies in the Developer's submittals as indicated in staff reports. ^ 1008.030 (f) Based on grading and drainage plan submitted with the final plat, landscaping required by preliminary plat approval (landscaping along south boundary of Preserve Court right-of--way) cannot be complied with. The proposed final plat of The Preserve is non-compliant with the preliminary plat approval granted on October 23, 2002 based on the following: 1. Grading and Drainage Issues: a. The Grading and Drainage Plan varies significantly from the Preliminary Plat by increasing road elevations of Preserve Court by two to three feet and by creating the need for several retaining walls necessary to support building pad locations throughout the plat, many of which encroach on the required wetland buffer, an area that is to remain undisturbed. b. The Grading and Drainage Plan submitted for City Council approval has not been updated to fully reflect the revised retaining wall and grading design of rear yards on most lots in the plat. a The Grading and Drainage Plan varies significantly from the Preliminary Plat by creating the need for several steep (2:1 ratio) slopes from the building pad area to
