MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 8, 2003 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 8th day of <br />October, 2003 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Bill Blesener <br />Council Member Mr. Tim LaValle <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Public Works Dir. Mr. Greg Schroeder <br />Parks & Rec. Dir. Mr. Jim Morelan <br />Accounting Supvr. Ms. Shelly Rueckert <br />Deputy Clerk Ms. Kathy Glanzer <br />PRELIMINARY The Council began its review of the proposed 2004 Budget. Mayor Fahey <br />2004 BUDGET pointed out that there is a proposed increase in the City's gross levy which <br />is necessary to offset reductions made by the State in local government <br />aid. Other efforts made to offset the State aid reductions are reductions in <br />expenses as well as enhancements in revenues, including the <br />implementation of a franchise fee on electric service. Fahey pointed out <br />that Little Canada has had one of the lowest tax rates in Ramsey County. <br />However, this year the proposal is to levy to the City's State-imposed levy <br />limits. Fahey noted that in the past the City has not levied to its limits, and <br />as a result, State actions have penalized Little Canada. <br />The City Administrator indicated that reductions made by the State in aid <br />amount to $196,705. This is a very dramatic cut for Little Canada to <br />absorb, and one of the actions taken by the City to absorb that cut is to <br />raise revenues through an electric franchise fee. The Administrator noted <br />in reaction to State aid cuts, many cities are imposing gas and electric <br />franchise fees. <br />The Council reviewed the budget cuts made during 2003 as outlined in the <br />City Administrator's budget memo dated October 3, 2003, and discussed <br />
