MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 2003 <br />only two or three tournaments held in Pioneer Park each year. The <br />Council directed City staff to contact the various charities operating in the <br />City with a wish list of park improvements. Fahey suggested that <br />covering the dugouts be included on that list. The Director indicated that <br />he will survey other cities on the issue of covering dugouts to obtain <br />additional information. <br />The Council discussed the proposed addition to the Spooner Park garage <br />in order to provide storage space for Canadian Days and LCRA. The <br />Parks & Recreation Director indicated that he is meeting with these <br />organizations on this issue and will make a recommendation to the <br />Council in the near future. <br />Montour noted the time study that will be conducted with regard to skating <br />rink usage. Montour suggested that refurbishing the Little Canada Road <br />warming house be delayed until the results of that study are completed. <br />The Director indicated that the study may show a need to change the hours <br />of the warming house, but stated that his position is that both of the cities <br />warming houses should remain in operation. <br />Anderson asked about the status of a gazebo for Rondeau Park. The Parks <br />& Recreation Director indicated that the gazebo has been eliminated from <br />the park development plan at this time. The Director reported that the <br />Rondeau Park development should be completed this year except for some <br />restoration work that will be done in the spring. <br />I3lesener indicated that the proposed location for a new public works <br />Garage does not appear to be practical The City Administrator noted that <br />the need for a new garage is undecided at this time pending the outcome of <br />the water system turnover to St. Paul. He also noted that at the time the <br />property was purchased, there was little available land in the City for a <br />new public works facility. <br />LaValle questioned the practicality of purchasing a used wood chipper, <br />suggesting that equipment rental would be a preferred option. The Public <br />Works Director pointed out that stockpiling of wood to be chipped tends <br />to encow'age illegal dumping. Fahey questioned whether the City has <br />opened up its wood chip site to any contractor. It was noted that this was <br />opened up for a while. However due to problems that were encountered, <br />the City has designated a preferred contractor. <br />In response to the CounciPs question, the Public Works Director described <br />the need for the portable flush tank included in the budget. The need for a <br />generator to operate an emergency operations center at the City Center <br />was also discussed. <br />4 <br />
