MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 2003 <br />Rebecca Lieder, Mr. Cossack's secretary, questioned how anyone can be <br />expected to work with the Building Official. Ms. Lieder pointed out that <br />the Building Official rejected one set of plans because he said the writing <br />was too small. <br />Fahey asked if that was a difficult thing to remedy. <br />Cossack indicated that his initial plan was to put a la~~ge addition onto his <br />house. However, due to a change in family circumstances, he did not need <br />the amount of space he was planning for. <br />The City Administrator pointed out that last summer Mr. Cossack <br />indicated that he would be constructing a new house and would be tearing <br />down the old house. However, there were no building plans submitted and <br />no building permits applied for. The Administrator indicated that any <br />plans submitted by Mr. Cossack were site plans and not building plans. <br />The Administrator pointed out that building plans would have to be <br />professionally prepared. <br />Cossack indicated that the bank would not finance a new house on the <br />property, therefore, he did not proceed with that option. Cossack indicated <br />that the plans he submitted he prepared himself Cossack stated that the <br />Building Official would not help him and tell him what lie needed to do. <br />Cossack felt that the Building Official was punishing him for starting <br />construction without a building permit- <br />Fahey asked if Mr. Cossack would be pursuing one of the three options <br />outlined in the September 25t1i letter. Cossack stated that he first would <br />like to appeal the denial of his variance requests. if the appeal is denied, <br />then his plan would be to connect his house and the recreation building. <br />Cossack stated that he wants to know the minimum requirements for <br />making that connection. <br />Fahey asked if there was any member of the Council who would like to <br />make a motion to reconsider the variance denial. There was not, so the <br />denial of the variance requests stands. <br />Blesener suggested that Mr. Cossack meet with the City Planner to discuss <br />his options as an alternative to meeting with the Building Official. The <br />City Administrator noted that the issues relate to the building code and <br />rather than planning. <br />Fahey felt that Mr. Cossack cannot go ahead and do what he wants and <br />then raise an issue of a personality conflict and expect relief.
