MINUTES <br />CITY COUNCIL <br />OCTOBER 15, 2003 <br />Sextant Avenue property owners expressed concern that the water in the <br />holding pond is stagnant and will start to smell. The Engineer reported <br />that the pond was installed at the request of the Watershed as a means of <br />protecting the wetland. There is an outlet in the pond, but the purpose of <br />the pond is to treat runoff before it enters the wetland. It was noted that <br />any rain will flush the pond and should alleviate any odor problem. The <br />Administrator noted there have been no problems with other treatment <br />ponds in the City. <br />Mrs. Hartigan indicated that prior to the road reconstruction, run-off went <br />onto the road shoulders and was filtered in this way prior to getting into <br />the pond. However, the shoulders now provide a barrier and run-off is <br />being directed into this holding pond. Mrs. Hartigan indicated that they <br />had opposed the installation of curb and gutter from the beginning as they <br />felt the previous situation was preferable. <br />Mrs. Tesch expressed concern about traffic speeds on the street now that <br />the new smooth surface has been installed. Mr. Skipon on requested the <br />installation of "Children At Play" signs. The City Administrator indicated <br />that those signs could be installed. <br />Mrs. Tesch noted that there is a dip in the pavement where Sextant and <br />Arkwright intersect. The City Engineer indicated that that will be fixed <br />when the second lift of asphalt is installed. <br />Mr. Skipon on asked that temporary mailboxes now be removed. The City <br />Engineer replied that he will instruct the contractor to do so. <br />The Sextant Avenue property owners asked about landscaping and <br />existing silt fencing. The City Administrator asked the property owners to <br />water their seeded boulevards. He indicated that a letter will go out <br />shortly to the property owners explaining the care of these hydro seeded <br />areas. The Engineer also reported that when silt fencing is removed, the <br />contractor will have to restore the disturbed areas behind the silt fence, <br />including damaged shrubs and trees. <br />Mr. Skipon on asked about a barrier at the end of the street. The City <br />Engineer indicated that he will look at the area and determine the best type <br />of barrier for the end of the cul-de-sac. <br />Mrs. Tesch reported that she lost four trees as the result of this project, one <br />that was burned by the contractor's equipment. Mrs. Hartigan reported <br />that some of the branches on her pine trees were damaged. The City <br />Engineer indicated that he would meet with the neighbors to work out a <br />
