MINUTES <br />CITY COUNCIL <br />OCTOBER 15, 2003 <br />the 30-day period, any unpaid assessments are certified to Ramsey County <br />for collection with property taxes. The assessment balance is spread over <br />a period of 10 years with interest accruing at the rate of 5.5%. The <br />Engineer indicated that once assessments are certified to the Cowrty, the <br />property owner always has the option of paying off the assessment earlier <br />than the 10-year period. Early payoffs are made to Ramsey County and <br />are subject to statutory requirements. <br />Bill Schlecht asked the reason the City delayed the project a couple of <br />years ago. The City Administrator indicated that when the City bid the <br />project last year, only one bid was received and that bid was substantially <br />over the Engineer's estimate. As a result, the bid was rejected and the <br />project delayed on year. This year more favorable bids were received. <br />The lower bid amount provided a cost savings for the City's share of the <br />project, which is paid by all taxpayers in the City. The assessment to <br />property owners is relative the same, expect for inflation, given the City <br />caps its assessment rate. <br />Schlecht asked about the restoration of grass. The City Administrator <br />noted that the areas have been hydro seeded and asked that property <br />owners water the boulevard areas. He noted that a letter will be sent to <br />property owners informing them of the care needed for these boulevard <br />areas. <br />Joan Saiko asked if the street sign at the corner of Stark Street and Old <br />County Road C could be replaced. The City Administrator indicated that <br />the street sign would be replaced. <br />Greg Saiko reported that now that the street is smooth, there is a lot of <br />speeding. The Administrator indicated that he would have the Sheriff's <br />Department patrol the area. <br />There was no one else from the general public present wishing to <br />comment on the assessment. <br />The City has received no written objections to the assessment. <br />Upon motion by Montour, seconded by Blesener, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2003-10-236 -ADOPTING THE ASSESSMENT <br />FOR STARK STREET, IMPROVEMENT NO. 2001-19, AS <br />
