MINUTES
CITY COUNCIL
OCTOBER 22, 2003
CHARITABLE community. This fund-raising benefit was mainly attended by the friends
GAMBLING- and relatives of Mr. Sacco; therefore, a substantial portion of the profit
LITTLE was generated from these people. The Fire Chief requested that the City
CANADA waive its 10% Fee on the net profit from the raffle only. He noted that the
FIRE DEPT. benefit was held at Hoggsbreath, the Fire Department's pull-tab site. The
Fire Department will be paying its required 10% Fee from all profits
generated by the sale of pull-tabs on the date that the fundraiser was held.
The waiver request only applied to the profits from the benefit raffle,
which is outside the Fire Department's normal gambling operation.
Montour pointed out that last fall the Historical Society requested that the
City waive its 10% Fee on net profits from a bingo session. The Council
denied that request.
Blesener pointed out that in 1997 the City waived the 10% Fee for another
benefit raffle conducted by the Fire Department.
Anderson pointed out that the Fire Department's request differs from that
of the Historical Society as the benefit raffle was a special event held
outside their normal pull-tab sales.
The Fire Chief replied that this was correct. The Fire Department held a
special benefit ra4le with the intent that proceeds would go to Mr. Sacco.
The Fire Chief again noted that the 10% Fee for profits on pull-tab sales
would still go to the City. The Chief also noted that the City does not
collect a 10% Fee from profits for other fundraising events conducted by
St. John's Church or at gold plate dinners that have been held in the City.
Mr. LaValle introduced the following resolution and moved its adoption:
RE.401 UTIONNO. 2003-IO-247-WAIVING, THE CITY'S 10% FEE
FROM NET PROFITS GENERATED 13Y THE FIRE
DEPARTMENT'b' 73ENEFIT RAFFLE FOR JOE SACCO
The foregoing resolution was duly seconded by Fahey.
Ayes (4) LaValle, Fahey, Blesener, Anderson.
Nays (1) Montour.
