MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 2G, 2003 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 26th day of <br />November, 2003 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6 00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael L Fahey <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Bill Blesener <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Rick Montour <br />ALSO PRESENT; City Administrator Mr. Joel R. Hanson <br />Public Works Dir. Mr. Greg Schroeder <br />MN DOT Mr. Frank Pafko <br />MN DOT Mr. Jeff Gibbens <br />1VIN DOT Mr. Peter Wasko <br />MN DOT Mr. Mike Eng <br />Ramsey County Mr. Dan Soler <br />Citizen Ms. Mugs Nardini <br />Citizen Mr. Bill Beesing <br />Deputy Clerk Ms. Kathy Glanzer <br />UNWEAVE The purpose of tonight's workshop is to re view the Unweave the Weave <br />THE WEAVE project, specifically with regard to the key i ssues of noise walls, traffic <br />mitigation, and drainage improvements. <br />With regard to the issue of noise walls, Frank Pafko, MN DOT, indicated <br />that MN DOT must comply with Federal regulations as to where and when <br />the cost of installing noise walls is justified. Pafko explained the analysis <br />that MN DOT must do showing to determine that a noise wall is both cost <br />effective and acoustically effective. <br />The City Administrator questioned whether the two pieces of noise walls <br />proposed along Country Drive made sense. One piece is in front of the <br />Quebec Apartments, and the other is in front of two homes that are slated <br />for redevelopment. The Administrator suggested that these two pieces be <br />
