MINUTES <br />CITY COUNCIL <br />NOVEMBER 26, 2003 <br />Council asked MN DOT to do a thorough analysis of the noise wall <br />situation, including the cost to the City for participating in the construction <br />of the wall segments That do not meet all the Federal criteria. <br />The City Administrator asked that this analysis be done as soon as <br />possible, pointing out that the City would like to hold a neighborhood <br />meeting on the project. <br />Wasko felt he could have this analysis completed in a week or two. <br />Blesener asked about noise walls along Viking Drive at 35E and Highway <br />36. Wasko indicated that Federal dollars can only be used within the <br />project limits, and the termination point of the Unweave the Weave project <br />may not allow enough length on the walls to be effective. Wasko <br />indicated that he would take a close look at this area. The Public Works <br />Director pointed out that the termination point of the Unweave the Weave <br />project will be the point where the next project picks up. Therefore, a <br />careful study should be done. <br />Mugs Nardini asked about the drainage improvements planned for this <br />project. Gibbens described the drainage plan and pointed out that there <br />are 17 wet ponds included in the project. Gibbens indicated that they are <br />working with the Watershed to meet their requirements. <br />Nardini reported that the Lake Gervais Homeowners Association is <br />concerned about increased water into Lake Gervais. <br />Montour asked about the rerouting of runoff fi-om the County Road <br />D/LaBore Road area. Gibbens reported that they have been working with <br />the City Engineer and City Administrator on this issue and will betaking <br />the runoff from additional areas into their system. <br />The next issue of concern discussed related to traffic mitigation. The City <br />Administrator pointed out that the County roads in Little Canada will take <br />most of the traffic that is rerouting to avoid the Unweave the Weave <br />project. The Administrator felt a great deal of traffic will be cutting <br />through Little Canada, and asked about alternate routes. <br />Paflco reported that County Road E and Highway 61 will be the designated <br />alternate route, subject to funding and the appropriate agreements for the <br />addition of turn lanes at this intersection. This project is competing for <br />funding with several others, but the project appears to have a good chance <br />of getting funded. <br />
