MINUTES <br />CITY COUNCIL <br />NOVEMBER 2G, 2003 <br />Anderson suggested that not levying to the State-imposed cap may prevent <br />the City from increasing the ]evy next year. <br />The City Administrator indicated that there some cities not levying to the <br />maximum levy limits this year. The Administrator agreed that there is the <br />chance that the City would shortchange itself in the future if it does not <br />levy to the maximum cap for 2004. However, the City has the opportunity <br />to either reduce the levy amount or alter franchise fees. <br />Blesener suggested that the City retain the franchise fee at a stable level <br />for at least a year, and reduce the levy by $30,000 as recommended by <br />staff. Fahey agreed, and pointed out that the City has always tried to <br />reduce the levy when possible. However, the point raised by Anderson <br />relative to the tax benefit of property taxes is a valid one. Fahey stated <br />that for this year, he would agree to reduce the levy by $30,000 as <br />recommended. Fahey felt the issue should be looked at early in the 2005 <br />budget process. <br />ADJOURN Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 20114-11-278 - AD.IOURNINC <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Montour, Anderson, Blesener. <br />Nays (0).
