MINUTES <br />CITY COUNCIL <br />NOVEMBER 26, 2003 <br />Nays (0). Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOI, UTION NO. 2003-II-I7 -ADJOURNING AS THE <br />ECONOMIC DEVEI OPMENT AUTHORITY AND RECONVENING <br />THE CITY COUNCIL. MEETING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Montour, LaValle, Fahey, Anderson, Blesener. <br />Nays (0). Resolution declared adopted. <br />SUBURBAN The City Administrator reported that he has informed the County of the <br />HRA LEVY/ Council's position in opposition of a suburban HRA levy. He noted, <br />HOUSING however, that Commissioner Wiessner contacted him to determine if the <br />RESOURCE Council would support a Yz% levy to aid the Housing Resource Center. <br />CENTER The Administrator reported that the HRC helps to maintain affordable <br />housing stock in the County. <br />Fahey stated that he feels the Council's initial response was appropriate <br />and indicated that he remains committed to the idea that another layer of <br />government is not needed. Fahey pointed out that there is no guarantee <br />that the City would get back any of these levy dollars, and pointed out that <br />a portion of this levy would go to cover administrative fees. <br />Anderson felt that the scope of need in Little Canada may be such that the <br />City could address this need on its own without paying the HRC or the <br />County to administer a program. <br />Blesener asked who would administer the program and how information <br />would be communicated to the City's residents. Blesener expressed <br />concern that wiles the City has a staff person assisting in administration <br />of the program, information would not get out to Little Canada property <br />owners. <br />The Administrator indicated that it was his impression that the HRC does <br />a good job of getting information out to communities. The Administrator <br />reported that some of the things the HRC does is to buy homes from senior <br />citizens wishing to sell, upgrade the property, and then remarket those <br />properties. The HRC will also take out deteriorated homes or troubled <br />houses and will sell diem at a loss. <br />
