MINUTES OF TIDE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />1, 2003 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 1 st day of <br />December, 2003 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Michael L Fahey called the meeting to order at 7:10 p. m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Michael I. Fahey <br />Mr. Matt Anderson <br />Mr. Bill Blesener <br />Mr. Jim LaValle <br />Mr. Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />Accounting Supvr. <br />Deputy Clerk <br />Mr. Joel R. Hanson <br />Ms. Shelly Rueckert <br />Ms. Kathy Glanzer <br />TRUTH IN Mayor Fahey opened the Truth In Taxation Hearing relative to the <br />TAXATION proposed 2004 Budget. <br />HEARING <br />The City Administrator indicated that the purpose of this hearing is to <br />provide the City's taxpayers with information regarding Little Canada's <br />impact on 2004 property tax bills. The City Administrator began his TNT <br />presentation by reviewing the governmental agencies that determine <br />property taxes, those being the State Legislatm-e, various taxing <br />jurisdictions, and the County Assessor. With regard to the State <br />Legislatw•e, the Administrator noted that the State's budget deficit of $4.2 <br />billion for the 2004 and 2005 biennium has had a significant impact on <br />property taxes. Ile noted the primary reasons for the State's deficit are the <br />Property Tax Reform Program of 2001, income tax cuts, and an economic <br />downturn. The State's impact on Little Canada for 2003 and 2004 has <br />been the elimination of LGA, reduction of MVHC, for a total reduction in <br />the State's obligation to Little Canada in the amount of $196,705. The <br />City's solution to this reduction has been the use of reserves, higher <br />building permit revenues, expense reductions, a levy back of the State <br />cuts, and implementation of a franchise fee on the electric utility. <br />The City Administrator reviewed the General Fund expense cuts which <br />were made and included the combination of mechanical inspection duties <br />
