MINUTES <br />CITY COUNCIL <br />NOVEMBER 23, 2015 <br />companies for the survey work, and staff recommends going with <br />Angstrom Analytical who submitted a bid for $1,800. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2015-11-224 — A WARDING A CONTRACT FOR <br />HAZARDOUS MATERIAL EVALUATION FOR FOUR CITY - <br />OWNED PROPERTIES TO ANGSTROMANALYTICAL IN THE <br />AMOUNT OF $1,800. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Montour asked if staff had asked if anyone wanted to move the houses. <br />City Administrator stated no one has been interested. Fischer asked if the <br />fire department would be interested in using the houses for training <br />purposes. City Administrator stated that the hazardous material inspection <br />and abatements must be done first anyway, and then he will let the fire <br />chief know they are available. <br />EMPLOYEE/ City Administrator stated he wants to get a policy in place for the holiday <br />VOLUNTEER party and special meeting meals to comply with the state auditor. He <br />RECOGNITION looked at many policies from other cities, and likes the one from Cloquet <br />POLICY since it seemed to best fit our circumstances. City Administrator noted <br />that he made a few changes to the policy, and the City Attorney may want <br />additional changes, but he would like a policy in place by the end of the <br />year. He is not sure yet if he would want the length of service awards <br />section of the policy. City Administrator asked the Council to review the <br />policy and send any comments or suggestions to him. Keis noted that we <br />need to approve at least some sections of a policy like this to cover <br />ourselves for the holiday party. <br />HGACBUY City Administrator stated that the Houston -Galveston Area Council Buy <br />PROGRAM Program is a cooperative purchasing program that would give savings on <br />major purchases like equipment. He noted that the Fire Department <br />brought this to his attention because they would like to use the program to <br />purchase a new fire truck. City Administrator recommended joining this <br />program and looking at what else they have to offer since they are also <br />involved in public works equipment. <br />Keis introduced the following resolution and moved its adoption: <br />7 <br />
