MINUTES <br />PLANNING COMMISSION <br />JANUARY 9, 2002 <br />Brett Pirkola subject to this north side having grass and landscaping in <br />place by September 1, 2003, and with the condition that if overuse of the <br />drive area results in the grass being killed, the CUP will be revisited with <br />the potential for the original conditions to be reimposed on the CUP. <br />Motion seconded by Barraclough. <br />Motion carried 4 - 3. Roycraft, Duray, Wojcik voted against. <br />CONCEPT Kris Krengel appeared before the Commission relative to the development <br />REVIEW - of the Hamel property at 3250 Twin Lake Road as well as the tri-plex <br />HAMEL property located at 140 Twin Lake Blvd. Krengel reported that they have <br />COURT two development concepts to present this evening. Concept A includes <br />only the Hamel property and consists of four single-family lots. Concept <br />B, which has been revised fiom what was included in the Commission <br />packets, includes both the Hamel property and the tri-plex property and <br />consists of 8single-family lots. Krengel reported that they are currently <br />negotiating with the owners of the tri-plex property to purchase this site <br />and include it in the development proposal. Krengel reported that the <br />intention is to have both Lakeshore and non-Lakeshore property and <br />develop it with upscale homes. <br />Rob Carlson, Carlson Builders, appeared before the Commission and <br />reviewed both Concepts A and B. Carlson reported that both concepts <br />meet City code requirements. He further noted that sanitary sewer is <br />available, however, water main is not. <br />Keis asked the length of the proposed cul-de-sac. Ca~~lson estimated the <br />length at 400 feet. Carlson indicated that the length of the cul-de-sac and <br />the width of the proposed right-of--way meet Code requirements. <br />Keis asked if the Lakeshore lots met Shoreland Ordinance requirements. <br />The Planner replied that it appears they do. The Planner noted the <br />comment in his report relating to the location of the cul-de-sac. He <br />reported that the applicant has indicated that because of the topography of <br />the area, it is unlikely that the cul-de-sac can be moved to provide access <br />for the property to the east. <br />The Planner further noted that the City has been working with Vadnais <br />I-Ieights on bring in water main to the area. However, it does not appear <br />that this is imminent. <br />Angie Klidzejs, 3248 Twin Lake Road, asked where the street would <br />come in and if her property would be assessed for the street improvement. <br />-5- <br />
