i. Advertising/Promotional Banners. <br />Each business in a commercial or industrial zoning district <br />(B-W, B-1, B-2, B-3, B-4 B-I I-1 I-2 I-P) and lawfully <br />commercial uses within the PUD district shall be allowed one <br />(1) banner not exceeding 40 square feet in area that must be <br />affixed to the building or mounted on an existing double post <br />pylon sign. Said bamrer must be maintained in an <br />aesthetically pleasing mamrer and may not impair visibility <br />upon a public right-of--way. Any baimer not complying with <br />these provision shall be considered a temporary sign <br />2. Prohibited Signs. The following signs are specifically prohibited by this <br />Ordinance. <br />a. Any sign which obstructs the vision of drivers or pedestrians, or <br />detracts from the visibility o.f any official control device. <br />b. Any sign which contains or initiates an official traffic sign or signal, <br />except for private, on-premise directional signs. <br />c. Any sign which moves or rotates. Exempted are time and <br />temperature information and barber poles. <br />d. Except for holiday signs and exceptions provided in provision C, 4. <br />below, any sign which contains or consists of banners, pennants, <br />ribbons, streamers, strings of light bulbs, spinners, or similar devices. <br />e. Portable signs (except in case of paragraph C, 4.). <br />f. Signs which are attached in any manner to trees, fences, utility poles, <br />or other such permanent supports, except for those signs found on <br />fences (inside) ofbaseball parks. <br />g. No sign shall display any moving parts, nor shall it be illuminated <br />with any flashing or intermittent lights, nor shall it be animated. <br />Exempted are time and temperature information and barber poles. <br />All displays shall be shielded to prevent any light to be directed at on- <br />coming traffic in such brilliance as to impair the vision of any driver. <br />No device shall be illuminated in such a manner as to interfere with <br />or obscure an official traffic sign or signal. <br />903-3 <br />
