January 9, 2003

Re: Application for Unit Development Amendment
To Whom it may concern:
Roseville Professional Center
2233 N. Hamline Ave., Suite 316
St. Paul, Minnesota 55113
Phone: 651-628-9724
FAX: Ci51-628-9725
www.foiligraft.com
www.hairsupport.com
www.micropointliiilccom
We at Han• For Life Professionals/Hair Restoration Company are contending that we are
an "office type" of busnress offern~g a service no different than an accountant, attorney or
insurance group that are currently occupying town home offices in the Edgewater
Development.
We are currently operating as an "office type" business in the Roseville Professional
Center located at 2233 N. Hamline Ave, Suite 316, Roseville, MN 55113. We had no
problem with zoning approval when we began operation eight years ago.
Our traffic flow is nothing like that of a hair salon, beauty shop, barber shop or spa
because we are none of the above. Please do not confuse us with these types of retail
bushiesses.
We have nearly $250,000 invested ur this building and would not even have built it if we
had known there was any question as to the zoning approval.
We are also confused as to why the city of Little Canada approved the building
construction from St. Croix Development if there were zoning issues ui the first place. St.
Croix Development claims that the city of Little Canada saw the blueprints which I have
submitted copies of, and that the city was well aware of our type of business going in the
development.
I understand the city is concerned that I may, in the future, attempt to sell my business as a
retail hau• salon. I am willing to sign whatever is necessary that this is not my intention.
We have obtained a copy of the "B-3" General Business District, and site under 912.020
perms±ted uses A. All permitted uses in a "B-1"and "B-2" District. 910.020 permitted
uses. A. Barber shops B. Beauty parlors. We do not see anything in the guidelines that
says we can not conduct our business in the building under question. If you look at our
strategic positioning within the town homes, we are the farthest back from Rice Street.
We purposely did this because we wanted the absolutely most discreet place. We are not
looking for exposure such as a retail business would warrant.
Alternatives to Hair Loss
