MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />MARCH 13, 2003 <br />Pursuant to due call and notice thereof a regular meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 13th day of <br />March, 2003 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Chair Jolm I{eis called the meeting to order at 7:30 p.m. and <br />the following members of the Planning Commission were present at roll <br />call: <br />PLANNING COMMISSION: <br />ABSENT: <br />ALSO PRESENT: <br />Mr. John Keis <br />Mr. Scott Barraclough <br />Mr. Tom Duray <br />Mr. Dan Knudsen <br />Mr. Tom Roycraft <br />Ms. .Kathy Weihe <br />Mr. Tom Wojcik <br />Mr. Jeremy Brodin, Cable TV Prod. <br />Ms. I{athy Glanzer, Deputy Clerk <br />MINUTES The minutes of the February 13, 2003 Planning Commission meeting <br />were approved as submitted. <br />VARIANCE Mr. Larry Holmberg, Ramsey County Parks & Recreation, appeared <br />.FOR SETBACK before the Commission requesting approval of a setback encroachment <br />ENCROACHMENT variance allowing a pathway within the Shoreland Ordinance setback <br />FOR PATHWAY - requirement of 25 feet. Holmberg reported that as part of the County's <br />RAMSEY COUNTY redevelopment of the Lake Gervais beach area, a pathway system will be <br />PARKS & developed with a portion of the pathway to be located on the east side <br />RECREATION of the hill. This pathway is proposed in this area to provide handicapped <br />access to a fishing pier that will be installed as part of the redevelopment. <br />Given the grades on the side of the hill, it is necessary to locate a portion <br />of the path within the 25-foot setback. <br />Holmberg described in detail the improvements that are planned for <br />Gervais Beach. Some highlights are the path system throughout the park <br />area, the addition of a fishing pier which will be approximately 80 feet in <br />length, removal of the picnic shelter on top of the hill since the hill is steep <br />and the top area limited in size, replacement of the structures at the beach <br />with a new concession stand, restrooms, and lifeguard building. <br />Holmberg further noted that the County is considering moving the location <br />of the fishing pier a further north to the area north of an existing willow <br />
