Grading Drainage and Utilities. As required by ordinance, a grading, drainage and <br />utility plan has been submitted for review. Such plan should be subject to review and <br />comment by the City Engineer. Particular comment should be provided in regard to <br />easement identification. It is noted that this project will have utility lines installed before <br />all utilities are available. The applicant will need to work with the City Engineer and <br />Public Works Director on this issue. <br />Park Dedication. No park land dedication has been proposed as part of the <br />subdivision. The applicant will be required to pay a per lot cash contribution in lieu of <br />dedication of land for park which will be determined by the Parks and Recreation <br />Commission and approved by City Council. <br />RECOMMENDATION <br />Based on the preceding review, our office recommends approval of the "Hamel Estates" <br />preliminary plat subject to the following conditions <br />1. The east side lot line of Lot 2, Block 2 be shifted eastward resulting in <br />"straightened" lot line that emanates from the center of Hamel Court. <br />2. Required setbacks be illustrated on the preliminary plat. <br />3. One of the following options, as determined by City Officials, be pursued in <br />regard to the Outlot A reserve strip. <br />A. Outlot A be added to the adjacent westerly lot with assessments (or a fee <br />in lieu of an assessment) associated with the new access being <br />immediately applied to the lot. <br />B. Outlot A be added to the adjacent westerly lot with assessments (or a fee <br />in lieu of an assessment) associated with the new access being deferred <br />until such time as the westerly lot is subdivided. <br />4. The City Engineer provide comment and recommendation in regard to grading, <br />drainage and utility issues. <br />5. The applicant pay a per lot cash contribution (in lieu of dedication of land) for <br />park which will be determined by the Parks and Recreation Commission and <br />approved by City Council. <br />6. Comments of other City staff. <br /> <br />
