In addition, to ensure that the future owners of the new lots will cooperate with street <br />construction when Leeward Way is built, a development agreement should be put in <br />place that identifies the conditions under which the street would be developed, and the <br />property owners' willingness to accommodate the street construction and pay for street <br />assessments. Also to be considered would be building setbacks on the new lots. It <br />appears that both lots would be able to be further subdivided when Leeward Way is <br />constructed. Building locations on the new lots should take future subdivision into <br />account to avoid concerns over the costs and benefits of Leeward Way construction, <br />and the potential for additional subdivision. <br />Finally, the owners along the existing portion of the platted Allen Avenue are seeking a <br />vacation of street right of way that would reduce the width of Allen Avenue from its <br />original 66 foot wide right of way to 50 feet, the City's current standard. This would be <br />accomplished as a part of a separate City Council hearing process. <br />Summary and Conclusion <br />The proposed Inman Addition meets the minimum requirements of the Zoning and <br />Subdivision Ordinances, and is recommended for approval with the following conditions: <br />An administrative subdivision is approved separating the south portion of the <br />property (with the existing home) from the north portion to be platted. <br />2. The right of way for the future extension of Leeward Way is provided on this plat <br />across the two new lots. <br />3. The applicant enter into a development contract that binds the future lot owners <br />to agree to Leeward Way construction and a proportional share of the costs. <br />4. Building setbacks for the two new lots on the applicant's property are considered <br />to provide for future resubdivision. <br />5.
