The submittal package was prepared by Development Engineering PA and <br />included a preliminary plat and drainage, grading and utility plan sheet dated May 22, <br />2003. Based upon our review and conversation with other City staff we would offer the <br />following comments: <br />Preliminary Plat <br />1. The City currently has a concept development plan for this area which includes <br />the extension of Leeward Way further to the south of the proposed Allen Avenue <br />extensions. Therefore, the street right of way necessary for the extension of <br />Leeward Way as indicated in the concept plan should be granted on all lots <br />within the subdivision. <br />2. Drainage and utility easements should be granted on lot 2 block 2 of the <br />development. <br />3. The 5 foot drainage and utility easement located on the shared lot line between <br />lots 1 and 2 should be changed to a 6 foot easement. <br />Drainage, Grading, and Utility Plan <br />1. It is proposed that Allen Avenue be extended east of Greenbrier Street <br />approximately 360 feet where it would terminate in a cul de sac. The cul de sac <br />currently shows to have a 25 foot radius. City standard is a 45- foot radius cul de <br />sac. <br />2. It is proposed to collect street drainage with a single catch basin on the cul de <br />sac and direct that to an existing catch basin on the end of Leeward Way. <br />However, this new structure has a build of only 0.9 feet and the proposed pipe is <br />12 inch HDPE. It will not be possible to construct this shallow of a catch basin. <br />3. The grading, drainage, and utility plan must be reviewed and approved by the <br />water shed due to the size of the development. The drainage for the <br />development must be reviewed and modified in order to construct a viable <br />drainage system for the development. As shown there is no storm water <br />treatment for the proposed development.
