MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2003 <br />should go back through the public hearing process and that proper <br />notification should be send to property owners allowing for their input. <br />Keis indicated that he has major concerns with the height and number of <br />retaining walls proposed <br />Keis recommended denial of the Final Plat for The Preserve based on the <br />changed which have been made by the developer which differ from the <br />approved Preliminary Plat such as the addition of retaining walls, <br />including both the number of these walls and their heights, as well as the <br />amount of fill that would have to be brought into the site. <br />Motion seconded by Duray. <br />Motion carried 5 - 0. <br />TIF The Commission reviewed the information relative to the establishment <br />DISTRICT of a Tax Increment Financing District No. 2-2 and the adoption of a Tax <br />NO.2-2 Increment Financing Plan for the former Knox property. The City Planner <br />indicated that the action being proposed would result in the ability to assist <br />the development of the District Counci182 building reviewed by the <br />Commission at its last meeting. <br />The City Administrator indicated that District Council 82 is seeking <br />assistance with approximately $400,000 in soil corrections that would be <br />necessary so the site could support the building they are proposing. He <br />noted that the TIF District that would be created would be a 15-year <br />district and the City would recover the increment that would be provided <br />to assist with the project. <br />Knudsen recommended approval of the establishment of Tax Increment <br />Financing District No. 2-2 and the adoption of a Tax Increment Financing <br />Plan as proposed given their finding that the adoption of this district and <br />the proposed project are consistent with the City's Comprehensive Plan. <br />Motion seconded by Duray <br />Motion carried 5 - 0. <br />ADJOURN Wojcik recommended that the meeting be adjourned. <br />-13- <br />
