4. The Owasso Boulevard access to Lot 2 be eliminated and sole access to the lot <br />be provided via Hamel Court. <br />5. The City Engineer provide comment and recommendation in regard to grading, <br />drainage and utility issues. Specific comment shall be provided regarding the <br />need to illustrate easements upon the plat. <br />The applicant pay a per lot cash contribution (in lieu of dedication of land) for <br />park which will be determined by the Parks and Recreation Commission and <br />approved by City Council. <br />7.
