Hanson
"I'he City Council has asked that the Parlcs & Recreation Commission make a recommendation on the
following issues:
l . Whether or not the entire Tm nquist/Palmen site should be acquired by the
City for parWopen space purposes;
2. If the entire site is not acquired by the City, is the Commission interested in the
acquisition of the remainder of the site (wetland area) through the normal parkland
acquisition process at the time the higher ground is developed.
Below are a few I<ey points for the Commission to consider:
•3 A wetland delineation of the property has been prepared and is attached for your review.
However, this delineation was done during the winter months (non-growing season), and will
have to be reviewed and verified by the Watershed.
:• The ordinary high water mark has been established at 864.3. We do not have survey data to
chart this mark. However, the wetland delineation line is approximately 865.6. Therefore,
the wetland delineation line is the more restrictive on potential development of this property.
•: The City's Shoreland Ordinance requires an average setbacl: of 75 feet from the wetland
delineation line.
4• There is developable property on this site that will comply with the City's ordinances and
wetland requirements. We are not able to make an exact determination of the development
potential without more detailed survey information that would be part of a development
review process.
s• The City has been informed that the property owner has a purchase agreement for this
property with a purchase price of $S2S,000.
t am also attaching information that has been submitted to the City Council as part of their
consideration of this matter.
