Hanson <br />"I'he City Council has asked that the Parlcs & Recreation Commission make a recommendation on the <br />following issues: <br />l . Whether or not the entire Tm nquist/Palmen site should be acquired by the <br />City for parWopen space purposes; <br />2. If the entire site is not acquired by the City, is the Commission interested in the <br />acquisition of the remainder of the site (wetland area) through the normal parkland <br />acquisition process at the time the higher ground is developed. <br />Below are a few I<ey points for the Commission to consider: <br />•3 A wetland delineation of the property has been prepared and is attached for your review. <br />However, this delineation was done during the winter months (non-growing season), and will <br />have to be reviewed and verified by the Watershed. <br />:• The ordinary high water mark has been established at 864.3. We do not have survey data to <br />chart this mark. However, the wetland delineation line is approximately 865.6. Therefore, <br />the wetland delineation line is the more restrictive on potential development of this property. <br />•: The City's Shoreland Ordinance requires an average setbacl: of 75 feet from the wetland <br />delineation line. <br />4• There is developable property on this site that will comply with the City's ordinances and <br />wetland requirements. We are not able to make an exact determination of the development <br />potential without more detailed survey information that would be part of a development <br />review process. <br />s• The City has been informed that the property owner has a purchase agreement for this <br />property with a purchase price of $S2S,000. <br />t am also attaching information that has been submitted to the City Council as part of their <br />consideration of this matter. <br />
