MINUTES
CITY COUNCIL,
APRIL 10, ?002
Commission on whether or not the entire or a portion of the site should be
acquired by the City.
LeTendre main noted that the Parks & Recreation Commission reviewed the
1999 concept plan and expressed interest in the wetland area of this property
for a boardwalk.
Scalze noted that the concept plan would likely have to be adjusted based on
the high water mark and the application of shoreland ordinance requirements.
Scalze suggested that once that is done, the purchaser may not be able to get
enough lots to make development of this property worthwhile. Scalze
suggested that it would be difficult at this point to determine the location of a
road to serve however many lots could be developed on the site.
LeTendre indicated that there is only one place to put a road. LeTendre again
asked if the moratorium ordinance prohibits the removal of vegetation for a
road.
The City Administrator indicated that a letter was sent to Messrs. LeTendre
and Palmer informing Chem that no trees or vegetation ev1 be removed from
the property given the City's further study of the issues related to this property.
The City Administrator also noted that the property owner has no development
approvals, therefore, clearing land for a road would be premature.
Fahey suggested that if trees or vegetation are removed from the property, he
would expect that the City Attorney, City staff, and the Sheriff's Department
would aggressively enforce the City's ordinances. Fahey suggested that if the
Council considers a developmenC proposal, he would expect that all aspects of
that proposal would meet the City's code requirements. Fahey stated that he
was not interested in maximizing the development of this property, and he
would expect that development would occur with large lots rather than small
ones.
LeTendre indicated That the concept plan the City approved in 1999 had
15,000 square foot lots.
Anderson asked if the purchaser of the property is anticipating proposing a
plan similar to the 1999 concept plan.
LeTendre indicated that most likely the plan would be similar, and the
property owner realizes the need to comply with shoreland regulations and
provide a buffer zone to the wetland. LeTendre indicated that "but for" the
previous concept proposal for townhomes on this property, the neighborhood
would not have turned out as it has recently.
