• Rehabilitation of a historic transportation structure in a busy state or <br />regional park; <br />• Mitigation of highway water runoff to a river that runs through several <br />communities; <br />• Acquisition of a scenic easement and lookout area along a regional <br />highway; <br />• A project to establish a transportation museum that will be visited by <br />people from a outside the community where it is located; and <br />• A bicycle safety program conducted in several school districts. <br />E. Blueprint Implementation. 300 points <br />1. 0-200 points Integration of Land Use and Transportation <br />The applicant must show how the project supports or enhances <br />development that furthers the concepts and priorities of the Regional <br />Blueprint for either the urban or Waal area, but not both. <br />For urban area projects, the applicant should how the project will enhance <br />one or more of the following: <br />I) a h~ansit-oriented development that is bicycle and pedestrian friendly. <br />2) a neighborhood revitalization area. <br />3) a redevelopment area of increased intensification and mixed uses. <br />4) an existing or proposed economic development node/job concentration. <br />5) a development node on a transitway or a high volume transit facility. <br />6) a brownfield revitalization project. <br />7) access between housing and jobs. <br />For rural area projects, the applicant should illustrate how the project: <br />1) helps preserve the rural character of the area. <br />2) enhances a rural center. <br />3) helps to provide permanent agricultural or rural uses through easements. <br />4) supports cluster development that results in permanent tural/agricultural <br />areas. <br />5) protects the natural environment. <br />6) supports development and/or preservation of open space and/or parks. <br />7) helps preserve or enhances natural systems or features. <br />2. 0-100 points Affordable Housing Performance <br />Each project will be assigned points based on the level of efforts each city <br />(or cities) or county (or counties) has made or will make to provide <br />affordable housing. The criteria to assign scores are now being revised by <br />the Council's Community Development staff based on comments received <br />during the public hearing process. Staff anticipates that scores for all cities <br />and counties will be available prior to the application submittal deadline. A <br />city-sponsored project will be assigned the city's score. A county <br />sponsored project will be assigned the county's score. A jointly sponsored <br />project will share the city and county score. A project that extends into <br />more than one city or county will be assigned a prorated score. Mn/DOT <br />and other agencies will be assigned the county's score. <br />Draft 72 04/30/01 <br />
