MINUTES <br />Parks & Recreation Commission <br />September 5, 2002 <br />Sanders stated that the idea is an intriguing one. He felt that the properCy is nice as green <br />space and an entrance to the park, but it is not a crucial part of the park plan. <br />Sackett Glaser stated that if the concept was approved, she would want to ensure that any <br />future owners of the property would have to keep the exterior of the home(s) the same. <br />Smith stated that a restrictive covenant could be placed on the property stating that all owners <br />and future owners of the property would have to maintain the historical appearance of the <br />home(s). Sackett Glaser stated that she was not sure if the City could enforce a restriction <br />over multiple owners. <br />Smith stated that she has talked to the President of the Historical Society about the idea <br />already and they are also intrigued by it. Smith stated that the building would be 1 % stories <br />and approximately 1,600 square feet with a porch on the front. There would also be a garage <br />which she would want hidden behind the home. <br />Sanders stated that the Park Master Plan does not address the use of the property, but <br />historically it was probably part of the backwater from the creek. He stated that the concept <br />proposed is not in conflict with the parks, but the City could have other uses in mind for the <br />property. One possible use could be restoring the site back to the ponding system that could <br />have once been located there. <br />Sackett Glaser stated that she likes open space, but if the City is planning on building <br />something on the site, she would rather see a Grist Mill. She said that in the past, there was <br />talk of constructing a Public Works garage on the site. Anderson stated that land has already <br />been purchased elsewhere for the Public Works garage. <br />Broten stated that according to the August 14, 2002 Council meeting minutes, the Council <br />has instructed City staff to research and prepare a report on the Noel Drive property, <br />outlining how it was acquired and listing potential future uses of the property. Steinert stated <br />that he would like to see that report before making any decisions. <br />Larson stated that he would like to see the property remain as open space since there is so <br />little open space left. He indicated that it is hard for him to visualize how the concept will <br />look, especially next to Norm's Tire, the water tower, and City Center. Gray agreed stating <br />that the mill would not fit in with the residential area. <br />Smith stated that it's her desire to preserve the historical feel of Little Canada and the Noel <br />Drive property would be the most perfect place for the Grist Mill. She fe]t that Little Canada <br />has a lot of green space already. <br />Anderson stated that the Parks & Recreation Department recommends that the property <br />remain as open space. <br />Larson recommended that the City-owned property located on Noel Drive reutain as opetz <br />park space. <br />Page 2 of 4 <br />
