MINUTES <br />PLANNING COMMISSION <br />JANUARY 10, 2002 <br />felt that Mr. Roberto was trying to squeeze a house into a very difficult <br />property. <br />Roycraft asked what the hardship is to warrant granting the variance. The <br />City Planner pointed out that the property is sided on three sides by public <br />streets. There is also a wetland on the fourth side. Therefore, without a <br />variance it would not be possible to construct a house on the remaining <br />land. <br />The Planner also pointed out that the applicant is requesting the vacation <br />of the right-ofway for Savage Lane at the corner of the lot as well as a <br />vacation of the north 10 feet of Rose Place. While this will provide <br />additional land for development, a setback variance would still be <br />required. <br />Carol Stenger, Savage Lane, asked where the driveway would be located. <br />The Planner replied that the driveway is proposed to come off Savage <br />Lane. Stenger pointed out that this is a bad corner, and felt that the <br />driveway would be better on Rose Place. Stenger pointed out, however, <br />that the Rose Place is not improved in this area, and she questioned how <br />many homes the City would allow on unimproved road frontage. <br />Stenger repotted that her lot is immediately east of this parcel. At one <br />time she wanted to do some filling on her lot and was denied a fill permit <br />because the area was wetland. Stenger questioned the feasibility of <br />developing the Roberto property given wetland issues. <br />The Planner pointed out that the applicant is proposing to move the house <br />as fv' west as possible. Derek Anderson, Savage Lane, pointed out that <br />the applicant is hying to avoid 14 feet of peat. <br />Stenger was concerned that development of this property will push more <br />water into the wetland that will then push more water onto her dry <br />property. <br />Keis suggested that the Watershed should take a look at this development <br />proposal. <br />The Planner indicated that development will have to stay out of the <br />wetland area and that the Watershed will review the impact ou the wetland <br />and determine if any mitigation is required. The Planner also noted that <br />without the vacation there is very little buildable land left, and what is <br />there would not be enough to build a house. <br />i; <br />
