i~[INUTES
PLANNING CONfiV~llSSION
JANUARY 10, 2002
developed as single-family. He noted that there is only one duplex iu the
area. Kath did not feel townhomes were needed.
One resident of the area indicated that townhome development is ugly and
noted the development along Highway 36 and County Road B. The
resident also indicated Chat the development would cause light pollution.
Roycraft felt there were three issues of concern. 'T'he first is thaC the
proposal does not fit the City's Comprehensive Plan for the Area. The
second is that the City has no information from the Watershed on the
impact of this development, and the third are the safety issues that have
been raised.
The City Planner indicated that the Comp Plan designates the area for low-
density residential development, but does not indicate a specific zoning.
Duray asked if R-2 zoning in this area would be spot zoning. The City
Planner pointed out that the property consists of 29 acres, therefore, he
would not consider it spot zoning. The Planner felt the issue was whether
or not townhome development would be compatible with the area.
~~ Roycraft recommended denial of the concept for rezoning of the Palmen
property from R-1 to R-2 based on the fact that the R-2 zoning would not
fit the area given it is entirely sun~ounded by R-1 development.
Motion seconded by Duray.
Motion carried 7 - 0.
REZONING &
CUP - 477 EAST
LITTLE
CANADA ROAll
NORM'S TIRES
Knudsen stated that his concerns are that the issues raised tonight will not
go way if asingle-family residential development is proposed. I{nudsen
stated that the real issue appears to be whether or not the property should
be developed.
Keis agreed and suggested Chat the property owners in this area either talk
Co Council Members about the City's acquisition of this property or get
together as a group and purchase the property.
Guy and Nick Strohbeen, Nonn's Tires, appeared before the Commission
requesting a Rezoning from General Business (B-3) to Auto Oriented
Business (B-2) and an Amendment to an existing Conditional Use
Permit to allow the construction of a 50 foot by 40 foot storage building
on their property. Nick Strohbeen reported that the building will be used
for storage purposes only. There will be no water to the building, but
S
