SUMMARY AND RECOMMENDATION <br />It is the opinion of our office that the subject site clearly holds exceptional restraints that <br />limit its developability, namely the existence of a wetland on the eastern one half of the <br />site. In fact, it is questionable whether the subject site as it presently exists can be put <br />to reasonable use without the granting of a variance. <br />We therefore recommend approval of the requested setback variance subject to the <br />following conditions: <br />The City approve the vacation of a portion of Savage Lane as depicted on <br />attached Exhibit C. <br />2.
