Patrick and Daniel Tacheny have applied for a Planned Unit <br />Development approval for an eight-unit "town-office" project on their site at the <br />southeast corner of Rice Street and South Owasso Boulevard. The property is <br />approximately 1.2 acres in size, with 241 feet along Rice Street and 223 feet along <br />South Owasso. The property is zoned PUD, Planned Unit Development, and is guided <br />for commercial uses in the Comprehensive Plan. It is currently occupied by a former <br />single family home, and is being used by Tacheny Roofing for office and storage uses. <br />Summary of Proposal. The proposed project would be comprised of eight town-office <br />units in two four-unit clusters. The site plan shows driveways from both South Owasso <br />and Rice Street, serving a parking lot of 66 parking stalls. The buildings are set back <br />from Rice Street by 40 feet, the standard business district street setback, and from <br />South Owasso Boulevard by 67 feet. This area accommodates a row of parking and a <br />separate trash enclosure area. The plan also maintains internal lot line setbacks of 20 <br />feet from the east and south boundary lines. The PUD District permits flexibility in <br />setback requirements. For reference, the business district setbacks would be 20 feet to <br />the south (as the rear yard according to the zoning ordinance), and a potential zero lot <br />line setback to the east (although parking areas are required to be set back at least five <br />feet). <br />Processing. Planned Unit Development requires a series of approvals, and is intended <br />to permit applicants to proceed with a more complex application in a step-by-step <br />manner. PUD is also intended to permit the applicant flexibility in the way that zoning <br />
