Thirty Twenty estates <br />3020 Rice Street <br />Little Canada, MN 55I l3 <br />Office: 65l -48d-0011. <br />hi accordance with the State of Minnesota and Ramsey County Manufactured Home Parl< and <br />Recreational Camping Law, T"bitty Twenty Estates, LLP is applying for a conditional use permit <br />to construeC a storm shelter at Thirty Twenty Estates Manufactured T-tome Community located at <br />3020 Rice Street, Little Canada, MN 55 t 13. <br />While Manufactured homes provide an opportunity for home ownership at a more affordable <br />price than new single-family frame homes, they do not provide the same safety and secm~ity <br />benefits during severe weather storm events. Manufacriu-ed home residents have a far narrower <br />margin of safet~~ due, not only to the nature of construction, but also to an absence of protective <br />choices. Even with advanced warning systems and extensive television and radio coverage of <br />severe weather storm events, the manufacttu~ed home resident is at a disadvantage, having no <br />basement, the resident has essentially a choice between enduring the storm within Che home <br />verses seeking a low area outside or fleeing by automobile, neither a desirable alternative. <br />Minnesota Statute 327.20 Rules states <br />(7) A manufactured home park with ten or molt manulnchued homes licensed prior to March L 1988, shall <br />provide a sate place of shelter for park residents or a plan of the evacuation of park residents to a sate place <br />of shelter within a reasonable distance of the park for use by park residents in Limes of severe weather, <br />including lomados and high winds. 'phe shelter or evacuation plan must be approved by the municipality by <br />Mmroh L, 1989. The mwricipality may require the park owner to construct a shelter if it determines that a sale <br />place of shelter is not available within a reasonable distance r}om the park. A copy of the municip[d approval <br />and the plan shall be submitted by the park owner to the Department of Health- 'the purl: owner shall provide <br />each residenC ~a~ith a copy of the npproved shelter or evacuation plan, as provided by section 327C.01, <br />subdivision Ic. <br />The current severe weather evacuation plan for'phiity Twenty Estates is as follows: <br />Primary shelter: Offrce/Managers Home I3asemenl <br />Secondary shehets: City Hall <br />515 L'-ast Little Canada Roxd <br />Little Canada, MN' 55117 <br />Fire Station <br />440 Little Canada Road <br />Little Canada, MN 55I 17 <br />Although the primary shelter is on Thirty Twenty Estates property, alone iC does not provide <br />adequate shelter for all the residents of the community. Au additional stand-alone storm shelter <br />would eliminate the need to offer secondary shelters off community property. <br />The storm shelter project as proposed will provide Thirty Twenty Estates residents with <br />immediate protection during severe weather events increasing their mm•giu of safety and <br />psychological security. <br />Thank You, <br />Joe Dun^ <br />Owner <br />
