MINUTES <br />PLANNING COMNIISSION <br />iVIARCEI 18, 2002 <br />minimum. The existing parking area is quite large, and additional paving <br />of parking area would not be needed. <br />Duray asked if any fill would be needed. Strohbeen reported that the area <br />where the building would be placed has been filled. It may be necessary <br />to replace existing soils to support the building. However, any filling will <br />be replacement only. <br />The Commission noted that there is additional information needed relative <br />to landscaping, lighting, outside storage, and drainage as outlined in the <br />Planner's January 8`~' report. The Commission insU-ucted Strohbeen to <br />submit this information prior to the City Council meeting on March 27`x'. <br />Roycraft recommended approval of the Rezoning from General Business <br />(B-3) to Auto Oriented Business (B-2) as well as the Amendment to <br />existing Conditional Use Permit allowing the construction of a 40 foot by <br />50 foot storage building at 477 Little Canada Road, Norm's Tires, subject <br />to compliance with the recommendations of the City Planner as outlined in <br />his reports dated January 8, 2002 and March 12, 2002. <br />Motion seconded by Duray. <br />Motion carried 5 - 0, <br />SUS BENCHES Roland Danielson and Leonard Thiel, U.S. Bench, appeared before the <br />AS SIGNAGE Commission and outlined Che history of their bus bench operation in the <br />City which started in 1975. <br />~~~ <br />The Commission reviewed two proposed ordinances submitted by the City <br />Planner. The f rst would amend the sign section of the Code to allow for <br />bus benches as off-premise advertising signage. The second creates a new <br />Code section that identifies standards under which the City would issue <br />licenses for benches. <br />With regard to the proposed licensing standards, the Deputy Clerk <br />reported that staff is recommending the proposed standards be modified to <br />include the following: <br />"Staff development of a bus bench location plan which <br />identifies locations where bus benches would be allowed; <br />*Allocation of identified bus bench locations based on which <br />company previously had a bench at the particular location; <br />Removal of bus benches at locations not identified by City staff; <br />Allocation ofnew locations on a rotating basis with U.S. Bench <br />z- <br />
