t1!I1N UTGS <br />PLANNING COl\4MiSS10N <br />JUNL 13, 2002 <br />Mr. Johnson, owner of the Property, pointed out that the building butts up <br />against C94 and is not visible from the freeway. This is one of the reasons <br />the City allowed a roottop sign on this building. Johnson indicated that if <br />outdoor storage is allowed, they would screen the area for both security <br />reasons as well as aesthetic reasons. <br />Keis pointed out that the retail and repair function of the business is not an <br />issue, it is the outdoor storage that is. The City Planner pointed out that <br />the storage function is permitted if it occurs inside the building. <br />Mark Wicsman, Boaters Outlet, again noted the location of the property <br />abutting the freeway and the fact that the property is tucked into the area <br />and not very visible. The outdoor storage area would be screened. <br />Wiesman reported that it is getting more and more difficult to operate a <br />small, family business that involved outdoor storage in the metro area. <br />Keis stated that he wanted to go on record as opposing the rezoning. He <br />noted that the City has worked hard to get outdoor storage out of the area. <br />Keis felt there was nothing unique to the property that would justify <br />rezoning it to allow outdoor storage. <br />Barraclough recommended approval of the rezoning of 3 180 County Drive <br />tiom Business-Warehouse to Planned Unit Development based on the <br />physical aspects of the Iroperty, its location adjacent to 694, and <br />providing that the outdoor storage use is screened from both County ,Drive <br />and the railroad tracks with a 4-boot berm, as well as wood or masonry <br />fencing, and 6-foot evergreen trees subject to review and approval of the <br />City Planner, and subject to a maxinnnn number of 75 boats and/or <br />pontoons to be stored on the property. <br />Motion seconded by Gatzke. <br />Motion failed 2 to 4. Barraclough and Gatzke voted in favor. <br />Keis, Knudsen, Wojcik, and Roycraft voted against. <br />Knudsen indicated that while he likes the business, the by-product of the <br />business is outdoor storage, therefore, he could not support the rezoning. <br />AM)LNDTNG 'The City Planner presented an ordinance amendment which add the <br />ZONING CODL - definitions of office-warehouse and once-showroom to the Zoning Code. <br />ADDING <br />DCP'INITIONS Keis recommended approval of an Ordinance amending Section 902A. <br />FOR OI'FICE- of the Little Canada City Code, la~own as the Toning Ordinance, by <br />-~- <br />
