Howard July 3, 2002 File: 818590)-0240 R, Green Company The Honorable Chair and Planning Commission City of Little Canada ' 515 Little Canada Road E Little Canada, MN 55117-1633 RE: VILLAGE SQUARE AT LITTLE CANADA CITY OF LITTLE CANADA, MINNESOTA Dear Planning Commission Members: As requested, we reviewed the submittal. package for the proposed Village Square at Little Canada site located at the corner of Rice Street and Little Canada Road. These submittal documents were prepared for Sherman Associates by Alliant Engineering, Inc., and Elness Swenson Graham Architects, Inc. The submittal documents include a preliminary plat, site plan, grading plan, utility plan, landscape plan, and overall floor plans. Only concept-stage layout is being shown for the proposed townhomes located to the east of the senlorhousing/commercial space and existing Ultimate Golf, Mac 1 Car Audio, and liquor store sites. Based upon our review and conversations with other City staff, we would offer the following comments: Preliminary Plat 1. Additional right-of-way should be granfed along Little Canada Road to allow mirroring of the amenities on the north side of Little Canada Road to the south side. 2. Ramsey County should be contacted to verify that no additional right-of-way will be necessary along Rice Street- 3. The existing right-of-way lines at the intersection of Rice Street and Little Canada Road do not make a 90-degree comer, hurther review should be done to verify the location of the actual property lines. Site Plan 1. All drive lanes through the parking areas should be a minimum of 24-feet wide. 2. The current parking lot layout requires a 180-degree turn to enter the ramp to the garage entrance when vehicles enter the site from Little Canada Road. We feel that the parking shown on the east side of the drive lane should be placed adjacent to the parking ramp and the drive lane moved to the outside. This change will allow a car to approach the ramp at a 90-degree angle. 3, The current sidewalk layout to the gazebo requires residents to Cross Vaffic at two locations- We suggest that residents be directed to either the north or the south end of the traffic circle to cross in order to get to the gazebo.
