A9lNUTGS
PLANNING COMMJSSION
AgGUST 8, 2002
equipment at this location as has been presented by and agreed to by Mr.
John Seibel.
Motion seconded by Barraclough.
Motion carried 6 - 0.
I'R>LLiMINARY Mr. Kevin Von Reidel, Dayspring Development, appeared before the
PLAT - Commission to present the Preliminary Plat of The Preserve for Che
TllC PRLSrRVG Pahnan property located east of McMenemy Road and north of Viking
Drive. Von Reidel noted that the preliminary plat consists of 17 single-
family lots and is consistent with the R- I zoning of the properly. There
are no variances being requested. Von Reidel reported that they have
redesigned some factors with regard to the plat in response to the reviews
done by the City Planner and the City Engineer. Those redesign elements
will be presented this evening. Von Reidel noted that the plat includes
two storm water holding ponds that have been designed fora 100-year
event. The placement of these ponds have been reviewed and approved by
the Watershed Dishict.
Von Reidel indicated that they have located as much of the Williams
Pipeline easement on the preliminary plat as was possible at this point. He
noted that there is no pavement or filling proposed over the pipelines other
than at the location of the road connection (Preserve Trail) to Viking
Drive. Von Reidel noted that the closest point the pavement for Preserve
Court is from the pipeline is I S feet. Von Reidel indicated that it is their
understanding that Williams Pipeline will review the proposed
development and will indicate what can be done and what cannot.
Duray asked if any of the development was within the easement.
Jeff McDonald, representing the developer, described the specifics of the
easement as shown on the plat, as well as noted that there is a blanket
easement for Williams Pipeline that runs through the area. McDonald
explained that Williams Pipeline will review the development proposal
and will provide specifics as far as what can and cannot be done.
McDonald noted that there are three pil.~elines running through this area.
One is a 12-inch line and hvo are 6-inch lines. Only the 12-inch line is
active. While Williams knows the location of the 12-inch line, there are
certain areas where they are uncertain as to its depth. Any construction in
these areas will have to be hand-dug and the pipe physically located. With
regard to the two 6-inch inactive pipes, McDonald noted that Williams has
the specific location for about 50% of those two pipes.
-4-
